The following is information I have been able to confirm with regard to the stimulus bill signed into law yesterday:

1. What is the amount of new money contained in the final stimulus bill?

Rehabilitation Services and Disability Research Account - total amount
680,000,000
Title I, Part B = 540,000,000 (not considered when determining CPIU)

Independent Living
Title VII, Chapter 1, Part B - State Grants = 18,200,000
Title VII, Chapter 1, Part C - Independent Living Centers = 87,500,000
Title VII, Chapter 2, Older Blind = 34,300,000

2. Is there a match requirement?

There is no match requirement for Title I funds. Title VII (Independent
Living) funds are subject to the customary match requirements.

3. Is there an impact on Maintenance of Effort?

Stimulus funds have no impact on Maintenance of Effort.

4. By when must stimulus funds be spent?

Stimulus funds must be expended by September 30, 2010. However they are subject to the same rules as all other funds under Titles I and VII of the Rehabilitation Act, and consequently may be carried over for an additional year.

5. Are there any restrictions on the use of stimulus funds?

They may be used for any purpose authorized under Titles I and VII
respectively without any additional conditions.

6. When will the funds become available?

The American Reinvestment and Recovery Act (ARRA) was signed into law on Tuesday, February 17. The law requires that stimulus funds be awarded within 30 days of enactment. Funds will be distributed in a lump sum rather than being divided into two payments.

7. How will the funds be apportioned?

Stimulus funds will be apportioned according to the formula used to
calculate grant awards under Titles I and VII. The VR, IL, and Older Blind
state formula grant tables showing preliminary State allocations of FY 2009 American Recovery and Reinvestment Act (ARRA) funds are available on the Department of Education's website. In order to locate the tables:
